Arjun Gupta f522a67a4c Add Cursor plugin marketplace and CODEOWNERS 
Create .cursor-plugin/marketplace.json for an "adobe-skills" marketplace (version 1.0.0) that includes an "app-builder" plugin entry. Also update .github/CODEOWNERS to add ownership for /.cursor-plugin/ to @shsteimer and @trieloff so plugin config changes are properly reviewed.
