Adds a new skill that lets an external coding agent hand off the current task to the SLICC browser agent, or trigger installation of a skill into SLICC from a GitHub repo. The skill ships a small Node helper that posts to a local SLICC node-server on localhost and (optionally) opens the sliccy.ai handoff URL so the SLICC extension can pick it up via its RFC 8288 Link header observer. Either path results in a yes/no approval card in the SLICC cone keyed by verb prefix (handoff: / upskill:). Registers the skill in plugins/aem/edge-delivery-services/tile.json.
