lispking ef643c3107 fix: update repository URL to actionbook org for marketplace compatibility ...

The repository has migrated from ZhangHanDong/rust-skills to
actionbook/rust-skills. This fixes the marketplace installation
failure caused by outdated repository references.

Updated files:
- plugin.json: repository and homepage URLs
- INSTALL.md files for codex and opencode
- README and translations (zh, ja)
- CHANGELOG and documentation
