* [root]feat: add clippy + fmt lint check to CI

Add a new Lint job that runs cargo fmt --check and cargo clippy -D warnings
as a code quality gate. Lint status is included in test summary.

- Run cargo fmt --all to enforce consistent formatting
- Fix clippy warnings: use clamp(), if-let, contains_key, unwrap_or_default
- Add targeted #[allow] for structural patterns (too_many_arguments,
  large_enum_variant, result_large_err, never_loop)
- CI clippy config: -D warnings with -A dead_code/unused-imports/deprecated
  to allow TDD-style development while catching real quality issues
