mcfn.feng acccd9cb60 [root]ci: E2E tests only on merge, PR runs lint + UT only ...

Add `if: github.event_name == 'push'` to e2e-tests job so E2E only runs
on merge to main/release branches. PRs only run lint and unit tests,
reducing CI time and avoiding flaky external-site dependencies in PR checks.
