On Linux, `dotnet dev-certs https --trust` silently fails to actually

GitHub Copilot's plugin system doesn't recursively search past category
directories. This change moves all 31 skills from skills/category/skill-name/
to a flat skills/skill-name/ structure.
Naming convention:
- Framework-specific skills keep prefixes: akka-*, aspire-*, csharp-*,
microsoft-extensions-*, playwright-*
- General .NET skills have no prefix (redundant in a dotnet-skills repo)
Changes:
- Move all skill folders to flat structure with git mv
- Update plugin.json with new skill paths
- Update generate-skill-index-snippets.sh for prefix-based categorization
- Add new 'akka' category to compressed index
- Update CLAUDE.md documentation for flat structure
- Moves the index regeneration from a "follow-up note" to a required
numbered step when adding skills or agents
- Adds note about updating script when creating new skill categories
- Updates script to handle new skills/playwright/* category
- Regenerates index to include playwright-ci-caching skill
- Change agents field from array to directory path per Claude Code spec
- Update validation script to handle both directory and array formats
- Fix bash arithmetic exit code issues in validation script
- Make README installation commands copy-pasteable (no comments)
- Fix agents file extensions in repo structure documentation
